Compliance"},"content":{"rendered":"<p><span style=\"font-size: 28px; font-weight: 900;\">Prerequisites for Access to the Laboratory Animal Facility (LAF)<\/span><\/p>\n<div>\n<p>In accordance with <strong>Hong Kong legislation<\/strong> and <strong>University requirements<\/strong>, researchers must fulfil the following compliance obligations <strong>before requesting access to LAF<\/strong>. It is the researcher\u2019s responsibility to ensure that all approvals and documentation remain <strong>current and valid<\/strong>.<\/p>\n<hr \/>\n<h2>1. Animal License Application<\/h2>\n<p><strong>(Department of Health, HKSAR Government)<\/strong><\/p>\n<p>Researchers conducting animal experiments in Hong Kong must hold a valid animal license issued under the <strong>Animals (Control of Experiments) Ordinance (Cap. 340)<\/strong>.<\/p>\n<p>Required steps:<\/p>\n<ul>\n<li>Read the<a href=\"https:\/\/apcf-infosite-dev.hkust.edu.hk\/wp-content\/uploads\/2018\/02\/AL-Licensing-Guide_eng.pdf\"> <em>Guide to Application for License under the Animals (Control of Experiments) Ordinance (Cap. 340)<\/em><\/a><\/li>\n<li>Complete the <a href=\"https:\/\/www.dh.gov.hk\/english\/useful\/useful_forms\/files\/AL_Form_1_Mar2024_en_fillable.pdf\">Animal License Application Form (Form 1)<\/a> or completing the <a href=\"https:\/\/eform.cefs.gov.hk\/form\/dh0034\/en\/\">online Form 1<\/a> provided on the <a href=\"https:\/\/www.dh.gov.hk\/\">Department of Health website<\/a><\/li>\n<li>Submit the application via the\u00a0 online <strong>Form 1<\/strong>\u00a0or by emailing the completed PDF form to <a href=\"mailto:ro_al@dh.gov.hk\">ro_al@dh.gov.hk<\/a><\/li>\n<li>Upon issuance of the <strong>Animal Licence (Form 2)<\/strong>, submit a copy to LAF (<a href=\"mailto:apcf@ust.hk\">apcf@ust.hk<\/a>) and to the AEC Secretariate Catherine Leung (<a href=\"mailto:catleung@ust.hk\">catleung@ust.hk<\/a>) for record\u2011keeping<\/li>\n<\/ul>\n<p><strong>Important notes:<\/strong><\/p>\n<ul>\n<li>Researchers are responsible for ensuring that <strong>all animal work remains compliant at all times<\/strong> with applicable legislation and institutional requirements.\n<div><\/div>\n<\/li>\n<li>If animal procedures are to continue beyond the validity period of an existing license, a <strong>new licence must be obtained before the current license expires<\/strong>. Researchers are strongly advised to submit applications for license renewal <strong>at least eight (8) weeks prior to the expiry date<\/strong>.\n<div><\/div>\n<\/li>\n<li>Researchers are also strongly encouraged to familiarize themselves with the <strong>Department of Health Compliance Audit requirements<\/strong> to ensure ongoing adherence to regulatory standards.<\/li>\n<\/ul>\n<hr \/>\n<h2>2. Animal Ethics Committee (AEC) Protocol Approval<\/h2>\n<p><strong>(Animal Ethics Committee, VPRDO, HKUST)<\/strong><\/p>\n<p>All animal work conducted at HKUST must be covered by an <strong>AEC\u2011approved Animal Experiment Protocol (AEP)<\/strong>, as required by the Hong Kong Government.<\/p>\n<p>Key requirements:<\/p>\n<ul>\n<li>An <strong>approved AEP<\/strong> must be in place <strong>before commencing any animal work<\/strong><\/li>\n<li>All procedures, materials, and drugs used must strictly adhere to the approved AEP<\/li>\n<li>Any proposed changes to procedures or materials must be submitted as an <strong>AEP amendment<\/strong> and receive AEC approval <strong>before implementation<\/strong>\n<ul>\n<li>Exceptions may be granted only with <strong>special approval from the Attending Veterinarian<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Submission process:<\/p>\n<ul>\n<li>The <strong>Principal Investigator<\/strong> must submit the protocol via <strong>Tick@Lab<\/strong> for VPRDO review<\/li>\n<li>Refer to the <a href=\"https:\/\/vprd.hkust.edu.hk\/policies-compliance\/policies-guidelines\/animals\">AEC guidelines<\/a> for detailed instructions<\/li>\n<li>Enquiries regarding AEC protocols may be directed to <a href=\"mailto:crphelpdesk@ust.hk\"><strong>crphelpdesk@ust.hk<\/strong><\/a>. Tutorials on the use of <a href=\"https:\/\/apcf-infosite.hkust.edu.hk\/?page_id=2898\">tick@lab<\/a> are also available for reference.<\/li>\n<\/ul>\n<p>AEC will notify users once the protocol has been approved.<\/p>\n<hr \/>\n<h2>3. Medical Surveillance<\/h2>\n<p><strong>(Health, Safety &amp; Environment Office, HKUST)<\/strong><\/p>\n<p>All personnel working with laboratory animals must participate in the University\u2019s <strong>medical surveillance programme<\/strong>.<\/p>\n<p>Required steps:<\/p>\n<ul>\n<li>Complete the <a href=\"https:\/\/hseo.hkust.edu.hk\/MC06_biosafety\"><strong>Biological Safety Course MC06<\/strong><\/a> and assessment by HSEO<\/li>\n<li>Complete and submit the <a href=\"https:\/\/admms66.ust.hk\/YZSoft\/forms\/Post.aspx?pn=Occupational+Health+Assessment+and+Medical+Surveillance+Enrollment\"><strong>Occupational Health Assessment and Medical Surveillance Enrolment Form<\/strong><\/a> to HSEO<\/li>\n<li>Schedule and attend a <strong>medical examination<\/strong> arranged by HSEO<\/li>\n<li>Upon completion, the <strong>Occupational Physician<\/strong> will issue a Medical Examination Result<\/li>\n<li>Submit a photo or scanned copy of the Medical Examination Result to LAF (<strong><a href=\"mailto:apcf@ust.hk\">apcf@ust.hk<\/a>)<\/strong><\/li>\n<\/ul>\n<hr \/>\n<h3>Important Reminder<\/h3>\n<p>It is the <strong>researcher\u2019s responsibility<\/strong> to ensure that <strong>all licenses, approvals, and medical documents remain valid and up to date<\/strong> throughout the duration of their animal work.<\/p>\n<\/div>\n<p><!-- \/wp:paragraph --><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prerequisites for Access to the Laboratory Animal Facility (LAF) In accordance with Hong Kong legislation and University requirements, researchers must fulfil the following compliance obligations before requesting access to LAF.
